Additional Information: 

The Kailua is diverted at least three times, at the Haiku Ditch (which has probably been eliminated) and the Hamakua Ditch and the Wailoa Ditch.

Kailua is a stream monitored for water quality by HCA.

Notes:

  • DAR = Division of Aquatic Resources. These guys assess stream biota.
  • IFSAR = Instream Flow Standard Assessment Report. This study focuses on hydrology, flow and water uses.
  • IIFS = Interim Instream Flow Standard
  • PAIFS = Petition to Amend Instream Flow Standard
  • §13-169-44 = Statutory requirement for Instream Flow. This is the fallback the CWRM uses in the absence of historical flow data. Basically it locks in whatever the situation was for the stream in 1988.
